Graduated in Law from Universidad Central de Venezuela in 1970, followed by postgraduate studies for a doctorate at Universidad Complutense de Madrid.In 1971 he took specialization courses in Foreign Trade at Centro de Estudios Universitarios, Madrid. He obtained a master’s degree in Legal Corporate Advice in 1981.
